If you want to stare at someone unashamedly, the trick is to get them to think they've been caught staring at you. To do this, stare intently at something or someone just next to or behind the person you want to look at. The person will notice or sense someone looking, they'll presume, at them, and will look up to meet your gaze. Of course, when they look up to meet your gaze, they will see that you are actually looking at something or someone else.

However, this is the exact moment when you suddenly direct your gaze at them. At that moment, it looks (to the other person) like you've caught them staring at you. Feeling somewhat embarrassed, that other person will quickly avert their eyes and you can continue staring at them.

They will not, most likely, look up at you again because they don't want to be embarrassed twice, and they'll assume that you are just continuing to look at whatever it was you were looking at before.Of course, they will inevitably wise up to the game if you continue looking for more than 45 seconds, so get a good look and then look elsewhere.
